Collector orders detailed inquiry into Nazul mutation cases after inspection reveals alleged procedural lapses
(SDNA) Jabalpur. Strengthening accountability in revenue administration, Jabalpur Collector Raghavendra Singh has ordered action following an inspection of the Adhartal Tehsil office, where irregularities were reportedly detected in Nazul land mutation cases. The concerned tehsildar has been directed to respond to a show-cause notice, while Revenue Inspector Ambakeshwardhar Badgaiya has been suspended.
During the surprise inspection, the collector reviewed pending revenue cases and their disposal status in the Tehsildar Court and the Sub-Divisional Revenue Officer’s Court. An examination of Nazul mutation files reportedly revealed that mutation proceedings were being processed without collecting the prescribed summons fee.
In certain cases, mutations involving violations related to the absence of a licence were reportedly processed after imposing a penalty of just ₹1,000. The findings prompted the administration to initiate further scrutiny of the concerned cases.

Two-member team constituted for detailed investigation
Considering the seriousness of the reported irregularities, the collector constituted a two-member inquiry team comprising Deputy Collectors Monica Baghmare and Pragati Ganvir. The team will examine the relevant Nazul mutation cases in detail to establish whether prescribed procedures were followed.
The collector also reviewed selected cases from the previous month and mutation applications that had been rejected.
Officials were instructed to ensure compliance with applicable fee provisions, including the prescribed process for collecting a 0.5% summons fee in cases where the non-applicant is already on record, as directed during the inspection.
Focus on transparency and procedural compliance
The inspection also covered official records, pending files and the progress of revenue case disposal in the Sub-Divisional Revenue Officer’s Court.
Additional Collector Ravishankar Rai, Joint Collector Rishabh Jain and Adhartal SDM Madan Singh Raghuvanshi were present during the inspection.
The action underscores the administration’s focus on accountability, proper documentation and adherence to prescribed procedures in land mutation and other revenue-related matters. The detailed inquiry is expected to establish the extent of the irregularities and identify any further corrective measures required.

3. (SDNA) Jabalpur’s Shishu Mangal Hospital Faces 15-Day Suspension of Registration and Licence
Inspection reportedly identifies gaps in ANMOL and PCPNDT portal entries, medical staffing records, fire safety and biomedical waste management
(SDNA) Jabalpur. The Health Department has suspended the registration and licence of Shishu Mangal Hospital in Wright Town, Jabalpur, for 15 days following an inspection that reportedly identified multiple compliance deficiencies.
Chief Medical and Health Officer (CMHO) Dr. Naveen Kothari ordered the action after a joint inspection conducted on October 12 by District Health Officer Dr. Vineeta Uppal, nodal officer Dr. Adarsh Vishnoi and Saurabh Chotil from the PCPNDT branch.
According to the department, the inspection revealed shortcomings in mandatory online reporting, medical staffing documentation and several hospital safety and management requirements.
ANMOL and PCPNDT reporting deficiencies identified
The inspection team reportedly found that the hospital had not made any entries on the ANMOL portal, despite receiving approximately eight to ten pregnant women for treatment each day.
The team also examined sonography records dating from February 2026 until the inspection date. Of the 21 sonography examinations conducted during this period, Form F entries for only nine cases were reportedly available on the PCPNDT portal.
Form F is an important statutory record under the legal framework regulating prenatal diagnostic techniques, intended to support compliance and prevent the misuse of such procedures.
The inspection further identified concerns regarding the availability of a qualified allopathic doctor and the absence of records establishing the qualifications of nursing staff.
Additional deficiencies were reportedly observed in biomedical waste management, fire safety training and general cleanliness.
New patient admissions prohibited during suspension
Following the findings, the hospital’s registration and licence were suspended for 15 days. During the suspension period, the hospital will not be permitted to admit new patients.
The health authorities have directed the hospital to continue providing appropriate care to patients already admitted. Their discharge or transfer to another registered hospital, wherever medically necessary, must be managed safely according to their clinical condition.
The directions seek to ensure that regulatory action does not compromise the treatment and safety of existing patients.
Health Department stresses compliance by private hospitals
CMHO Dr. Naveen Kothari reiterated that private hospitals must maintain the prescribed records, enter the required information on the ANMOL and PCPNDT portals, and comply with applicable medical and patient-safety standards.
He also indicated that violations and procedural deficiencies would invite action under the relevant rules.
The case highlights the importance of accurate medical documentation, qualified healthcare personnel, statutory reporting and appropriate safety arrangements in private healthcare facilities.
The suspension is an administrative compliance measure arising from the inspection findings. The hospital’s adherence to the prescribed requirements will be central to any subsequent regulatory decision.
