Swamitva Rights Record Registration Scheme to Begin on September 17; Nearly 5 Million Citizens to Receive Documents Free of Cost, ‘Ashirwad Ke Diye’ to Be Lit Across Madhya Pradesh

A Sindhu Kala Kendra, the first of its kind in Madhya Pradesh, will be established in Indore with the objective of preserving the rich heritage of the Sindhu civilization and connecting the younger generation with its culture and traditions. The foundation stone ceremony of the centre, based on the concept of “From Sindhu Civilization to Culture,” was held on Wednesday. Chief Minister Dr. Mohan Yadav addressed the ceremony through video conferencing.
The centre will showcase various aspects of the Sindhu Valley Civilization, including urban planning, water management, trade, handicrafts, metallurgy, agriculture and social life, using modern technology and visual media. Social worker and Lakhy Group Chairman Dilip Lakhi said the centre would not merely be a building but a living symbol of thousands of years of history and cultural heritage. Member of Parliament and Sindhu Heritage Trust Chairman Shankar Lalwani also outlined the vision behind the centre.
Meanwhile, Chief Minister Dr. Mohan Yadav will launch the statewide ‘Swamitva Rights Record Execution and Registration Scheme-2026’ from September 17. Under the scheme, rights records of nearly 5 million private properties in rural areas will be registered free of cost. The state government will bear the entire cost of stamp duty and registration fees.
So far, approximately 6.847 million rights records have been prepared in 41,568 villages across the state. Special camps will be organised at the village and panchayat levels to facilitate registration. The first phase will be held from September 17 to 19, the second from September 24 to 26, and the third from October 1 to 3. Land linking and e-KYC through the Samagra ID will be mandatory.
After registration, the relevant documents will be made available to beneficiaries on their mobile numbers through WhatsApp. The registered property records are expected to make it easier for citizens to obtain loans for house construction, business, agriculture and other economic activities. The entire process is targeted to be completed within one month.
‘Seva Sankalp’ Campaign to Feature Mass Diya Lighting
On the occasion of Prime Minister Narendra Modi’s birthday, the Madhya Pradesh government will conduct the ‘Seva Sankalp Campaign-2026’ from September 17 to October 17, 2026. The campaign will begin on September 17 with the ‘Ashirwad Ka Diya’ programme. At exactly 7 p.m., lamps will be lit collectively at major locations, gram panchayats and urban wards across the state.
Major locations including Shri Mahakal Mahalok in Ujjain, Shri Ram Raja Lok in Orchha, Salaknpur Devi Lok, prominent temples and river ghats will be illuminated. Diya-lighting programmes will also be held at Pradhan Mantri Awas Yojana colonies, bridges, dams, Amrit Sarovars, Narmada Valley development projects, AIIMS, Ayushman hospitals, Jan Aushadhi centres, solar energy projects, schools, colleges, panchayat buildings and historical heritage sites.
Chief Minister Dr. Mohan Yadav paid a courtesy visit to Governor Mangubhai Patel at Lok Bhavan and briefed him about preparations for the Seva Sankalp Campaign and the Swamitva scheme. National President Nitin Nabin is also scheduled to visit Madhya Pradesh on September 17 and participate in programmes in Indore. At 7 p.m., he will attend the Deepotsav and evening Aarti on the banks of the Shipra River in Ujjain.
Women from self-help groups, beneficiaries of the Ladli Behna scheme, farmers, youth, students and beneficiaries of various government schemes are expected to participate in the Seva Sankalp Campaign. Through a range of initiatives covering cultural heritage, public service and development projects, preparations have been made to convey the message of service and development across Madhya Pradesh.
